Steve is Vice President and Deputy General Counsel, Business and Human Rights, Microsoft Corporation. Inside Microsoft Steve and his team focus on development and effective implementation of company-wide policies that support respect for human rights in the conduct of the company’s business across the globe. Externally, Steve and his team work to expand and advance company and industry initiatives and public-private partnerships that promote Rule of Law, salutary evolution of international laws and norms, and sustained progress in pursuing opportunities, and in addressing challenges, created by the intersection of technology and human rights. Their work is coordinated under the umbrella of the Microsoft Technology and Human Rights Center.

Since joining Microsoft in 1997 Steve has served in a variety of executive roles, including as Vice President and Deputy General Counsel for China strategy, for the Microsoft Office business, and for the Entertainment and Devices (Xbox) business. A graduate of the University of Washington, Oxford University and the Yale Law School, Steve holds leadership positions on a range of external organizations, including the Global Network Initiative (executive committee), the International Bar Association Media Law Committee (executive committee), the Seattle Chamber (past chair), and the Association of American Rhodes Scholars (past president). Fluent in English and in Russian, Steve speaks regularly at events across the globe on issues related to technology and human rights.
